A TUITION WAIVER ONLY — and usually only half of it. Helsinki waives 50% or 100% of tuition, and states that "most of them cover 50%". Master's tuition is EUR 13,000-18,000/year, so a 50% waiver leaves EUR 6,500-9,000 still to pay. There is NO living allowance: "The University of Helsinki does not offer scholarships to cover living expenses." No separate scholarship form — you tick the waiver category on the programme application itself. Non-EU applicants also pay a one-time EUR 100 national application fee that cannot be waived.
